In 2017, Chris Jones Regeneration was asked by WSP consultancy to join their team to support the development of a town centre development framework for Llanelli, working for Carmarthenshire County Council.
The work specifically sought to understand the current health and future end use modelling of the town, to provide supporting evidence base and works to support the Local Development Order, and Visioning and delivery. On specifics we provided policy and data review as part of a vitality and viability assessment which helped the client understand the current offer, local and UK trends and how the town should address notable gaps in its physical assets.
Once a position on the town centre was understood, Chris Jones Regeneration helped identity an appropriate strategy to deliver the identified model plan. Recognising historical investments in leisure, property refurbishments and local heritage, we provided advice on use and activity as well as opportunities to complement existing attractors and assets. These included the Indoor Market, Llanelly House, open space in the town and edge of centre sites and buildings.
The local authority also wished to understand the best ways of maximsing a return on its existing property assets and thus initiate development opportunities. Other consultants provided property and development advice which looked at residential, office and enterprise uses.
After a number of internal client workshops the final output was a masterplan type brochure and delivery strategy that focussed on three keynote projects. These included:
- the repurposing of the former YMCA building and its immediate setting,
- a key linkage site within a historic street as well as
- underused car park area for in-town living
The document also focused on public realm, landscaping, wayfinding and broader design objectives – buildings and external areas.
The marketing and promotion of the town centre was also developed and how organisations should support codelivery. An outcomes framework was devised with project sheets and cost estimates provided. Development appraisals were also undertaken by the team's property specialists.
